On the 13th of September, 2018, CGTN's Global Watch had an interview with LI Wen, founder of ChineseHorseRacing.com on topics regarding horseracing in China and Hainan Province.

CGTN (China Global Television Network) is China's new international media organization. It was launched by the national broadcaster China Central Television (CCTV) on December 31, 2016.

Global Watch is one of its star shows.

Two important points stand out.

On April 11th, 2018, Guidelines on Supporting Hainan's Comprehensive Deepening Reform and Opening-up was jointly released by the Central Committee of the Communist Party of China and the State Council.
These Guidelines contain detailed plans:
“Encourage the development of beach sport, water sport, horseracing and so on. Support the building of national sport tourism exhibition area. Explore the development of sports lottery and instant lottery on large-scale international games.”


On June 19th, 2018, Department of Culture, Radio, Film, Television, Publication and Sports of Hainan Province (海南省文化广电出版体育厅) issued an announcement on the front page of Hainan Daily. 
It says, "The Department is making Development Plan of Hainan Horseracing. Until this plan is released, anything you hear about horseracing in Hainan is untrue."
